on Land at Havikil Lane, Scotton.
Caddick is proposing to deliver up to 95 new homes, with suitable access, along with a range of other local benefits, including public realm, biodiversity improvements and a playground.
This website has been created to share details of the emerging proposed development and provide you with an opportunity to give feedback on the initial plans.

Once this process is concluded, Caddick will use the feedback gathered to refine the proposals and submit an outline planning application to North Yorkshire Council. All details relating to appearance, landscaping, layout and scale will be subject to a future reserved matters application.


CADDICK LAND
The Caddick Group, which includes Land, Developments, and Construction subsidiaries alongside Moda Living and Leeds Rhinos, was founded in 1979 in Yorkshire. Still family-owned, the company has grown steadily and now represents a project pipeline with significant capital deployed and invested across the UK. In 2023, the Caddick Group launched Places for Life, the environmental social governance strategy with the vision of creating the best places in the country.
Caddick’s overall mission is to “deliver high quality, desirable and sustainable developments that provide long-term benefits and a positive legacy”.
Caddick has sought to directly reflect this mission through the proposals for Land at Havikil Lane.
THE SITE
The site is 7.5 ha in size and comprises four fields, subdivided by hedgerows. It is currently used as grazing land.
The site is located immediately adjoining the southern edge of Scotton, providing a logical extension to the village, infilling between existing residential development and Ripley Road.
It is within walking distance of Scotton Village Hall, Guy Fawkes Arms pub, the Church of St Thomas and Scotton Methodist Church, and bus stops providing access to Knaresborough and Ripon. Scotton Lingerfield Primary School, Kid at Heart Nursery, Health and Wellness Medical Clinic and numerous local businesses are also located close by.
The site is not within a historic conservation area and contains no above ground heritage assets such as listed buildings.
With regards to flood risk and drainage, the site is located within Flood Zone 1 (therefore at the lowest risk of flooding). Sections of the eastern site boundary are at greater risk of potential surface water flooding, so the scheme will be designed to avoid developing in this area and will not increase surface water run-off from the site.
The site is not constrained by any other environmental matter.
A tree survey and detailed landscape and ecology surveys have been undertaken to identify and inform the value and sensitives of existing on-site features and views. This work has been fundamental in helping shape the design parameters.
The application will be accompanied by technical reports in relation to ground conditions, ecology, landscape, drainage, sustainability, air quality, trees, access, highways and connectivity matters.

PLANNING CONTEXT
To address the chronic undersupply of homes, the government made a commitment to build 1.5 million new homes. To support and realise this ambition changes have been made to national planning policy. Subsequently, North Yorkshire Council has identified that within the former Harrogate district there is a significant shortfall in housing land. In this situation, the delivery of housing is seen as a substantial benefit weighing in the favour of development.
This site will deliver much-needed new market and affordable homes in a suitable location, alongside a range of benefits for both the existing community and future residents.


SITE CONSIDERATIONS & OPPORTUNITIES
The site benefits from being located on the immediate edge of Scotton and the services found there and connectivity into the wider transport network, linking it to Ripon, Knaresborough and Harrogate.
Caddick has sought to develop a landscape-led masterplan which would prove attractive to those wishing to take advantage of the site’s convenient location, whilst also supporting the vitality of Scotton.
The masterplan has been informed by the site’s constraints and opportunities, namely:
CONSTRAINTS

Development should be avoided in the eastern boundary of the site, due to surface water. This area can be utilised for ecology and drainage.

Observing suitable separation distances between proposed housing and existing dwellings to the immediate north and northwest of the site to protect residential amenity.

Ensuring development does not adversely impact ecology, particularly the Nidd Gorge Woodland Site of Importance for Nature Conservation.

Designing the masterplan to retain as many existing trees and hedgerows throughout the site as possible.
OPPORTUNITIES

Design boundary landscaping to reinforce local rural character as well as provide an appropriate transition to the countryside.

Reinforce hedgerows on the southern and eastern boundaries to create a ‘gateway to Scotton.’

Promote active frontages, with properties facing outwards towards the surrounding context and inwards towards the central open space / village green.

Retaining the existing hedging within the site at every opportunity, to create a landscape-led layout which utilises natural opportunities for shading and wind-breaking.

Create an integrated sustainable drainage (SuDS) scheme that provides landscape amenity, enhances biodiversity, and delivers effective water management.

Provide site-wide pedestrian and cycle connectivity, including routes that integrate with proposed SuDS features.

Create purposeful, safe, and functional public open space.

As the site has been primarily used for agricultural purposes, there is significant scope to enhance its biodiversity value.

THE PROPOSALS
Caddick is proposing to deliver a range of much-needed, quality homes at the site, with the ability to provide a mix of housing types to meet local needs. The site has been carefully masterplanned to take account of its surroundings and the opportunities this presents.
In summary, the emerging scheme proposals will deliver the following:

Up to 95 new homes.

Provision of safe and accessible vehicular and pedestrian links into the development.

A policy-compliant level of affordable housing.

A new play area and central green open space, providing opportunities for outdoor recreation for new and existing residents.

Approximately 40% of the site used for public open space, green pedestrian walkways, ecological enhancement and on-site biodiversity net gain.

A landscaping scheme designed from the existing site features, and which will retain and enhance the woodland at the southwest of the site and trees and hedgerows throughout the site.

A layout inspired by the existing development in Scotton, where parcels of houses form a clustering pattern throughout the village.

Ecological enhancement achieving at least 10% biodiversity net gain.
